GENERAL GOALS - MAJOR ORIENTATIONS
The development of policies and proposals by the Town is based on the definition of a number of goals and objectives. The plan does define a certain number of goals that will be used as guidelines during the entire process leading to the preparation, adoption and implementation of the plan. Each general goal is accompanied by a number of objectives that are much more specific and precise.


GOALS & OBJECTIVES
Planning the development of the town based on the possibilities and constraints inherent in municipal infrastructures.

  • The road network and the public water and sewage infrastructures are the foundation of the physical-spatial development of the town. Development must be planned using this foundation to ensure that the zones and development densities are compatible with the current and future state of the infrastructures.
  • Proposing a system of hierarchical classification and designation of streets.
  • Better watershed protection.

Consolidating urban development to minimize the costs of public expenditures in infrastructures and operation.

  • Better manage urban sprawl within and around municipal boundaries.
  • Foster the development of areas already being serviced.
  • Analyze the economic benefits of the assistance provided by the town in private sector development projects.
  • Attract more households to live within town limits.

Promote and develop leisure and tourism attractions in the town and in the region.

  • The Town has many natural and man-made attractions that can contribute to its growth through leisure and tourism development.

Promote the role and position of the town in the area and in the Northwestern region.

  • As a business centre.
  • As an industrial centre.
  • As a leisure centre.
  • As a public and government services centre.
  • As a cultural centre.
  • As a residential community.

Promote housing as a way to attract new households to live within town limits.

  • Encourage the diversity of residential units in terms of style and density.
  • Encourage the construction and renovation of affordable housing for medium and low income households.
  • Promote the development of quality residential communities.


VISION
The following text constitutes a statement of vision of what the Town of Grand Falls should be or should become within the next 10 years.

In 2010, the population level will have changed little, and the number of new households will have increased moderately. Like other communities in the province, the ageing of the population will continue to be felt with changes in priorities as to the services provided to the community, and especially as to the level of health care, leisure and housing. A significant percentage of the population will have reached retirement or early retirement age. This population will be very active and healthy and will enjoy a better standard of living than seniors of previous generations. Grand Falls will be an very ideal and active town for retirees looking for a safer and better quality of life.

The road network will have been very significantly altered with the opening of the four-lane trunk of the Trans-Canada Highway between Grand Falls and Saint Leonard. In the town, Madawaska road will have been widened to four lanes, and the bridge on the Petite-Rivière will have been rebuilt. There is a strong probability that improvements will have been made to E.H. Daigle boulevard.

Commercial development on Madawaska road and along the Trans-Canada Highway will have grown with the establishment of businesses and major stores. Beautification efforts in the downtown area will have been continued to the great delight of residents and visitors.

The Town of Grand Falls will have continued its efforts to improve the quality of life of its citizens and those of the region. Sports enthusiasts will have access to a more modern recreation centre able to satisfy the preferences and aspirations of the population. The town will also have continued to support enhancement projects for the falls and gorge to make them a primary attraction in New Brunswick.

As for the economy, the town will have solidified its position both regionally and provincially. A new industrial park will be in operation and will provide the necessary space to attract companies and fulfil their needs for many years to come. With the help of its partners dedicated to local economic development, the increasing diversification of the economic base of the town will have continued.
